The core feature
of this model protocol is the provision that police should arrest
the assailant in domestic violence cases whenever arrest is authorized.
Still useful,
informative and practical after ten years, this manual provides
basic domestic violence education for law enforcement officers and
highlights key elements of a model policy for a police response
to domestic violence. The model protocols in this manual cover policies
and procedures for each stage in the police response to domestic
violence calls, from the initial call to the dispatcher through
the follow-up investigation, arrest, assistance to victims and children,
report-writing and follow-up. Special chapters offer detailed discussions
of issues related to officer safety, victim safety, police liability
for failure to protect, lethality assessment, and probable cause
for arrest. The Pennsylvania protocol emphasizes officer discretion
over mandatory arrest in domestic violence situations.
